She is an Obitsu 23cm girl, from Parabox. I painted this one myself, using decals from here: [link]
You buy the doll in parts, i bought the 23cm body and an F02 head. If you need any more help, go to my journal and there is an Obitsu FAQ linked there. I don't have very good net atm so if you need more specific links, just note me

That's in yen, it's actually about $35usd for a full doll, plus shipping... which is pretty cheap in doll collecting lol. If you seach ebay for Obitsu it'll come up with some good sellers too, like Mimiwoo.
